In 2003 Bieter was elected Boise mayor in a nonpartisan contest, defeating Republican Party activist Chuck Winder and Ada County Sheriff Vaughn Killeen.
He went on to serve four terms as a Republican from Ada County in the Idaho House of Representatives, became executive director of the Republican State Committee, and ran for Governor in 1978 but did not get the party nomination.
In descending order of land area it is located in Ada, Elmore, Owyhee, and Canyon counties.
He was an attorney in private practice in Boise, Idaho from 1936 to 1950 and served as Assistant Prosecutor for Ada County, Idaho from 1939 to 1945.
This shift in population meant that the 2nd district, currently represented by Republican Mike Simpson, would include more of Ada County beginning in 2012 and up through the 2020 Congressional election.
