He has served in a number of leadership positions including Commander of the 160th Fighter Squadron, Commander of the 187th Fighter Wing, Deputy Director of the Air National Guard, Defense Attache in Turkey, Assistant Adjutant General of the Alabama National Guard, and Commander of the First Air Force.

In 1991, Governor Guy Hunt awarded Hines the Alabama Distinguished Service Medal for his contributions to the Alabama National Guard at Fort McClellan.
He served in the Alabama National Guard as inspector general with rank of major 1922-1924, and as division inspector of the Thirty-first Infantry Division with rank of lieutenant colonel 1924-1940.
