The Ana G. Méndez University System —or Sistema Universitario Ana G. Méndez (SUAGM) in Spanish— is a private institution of higher education in Puerto Rico.
Within three days of his swearing in, he began a rare two-day term as Acting Governor when Gov. Fortuño, as well as the next two officers that precede the Secretary of the Treasury in the line of gubernatorial succession, McClintock and Attorney General Guillermo Somoza, were simultaneously in Washington DC.
In 1978 he joined the Lawyers’ Committee for Civil Rights under the Law in Washington, D.C., and in 1982, he launched Human Rights Watch’s (HRW) Americas Program.

Subsequently, Mendez worked for the Catholic Church in Aurora, Illinois, protecting the rights of migrant workers.

Mendez has taught human rights law at Georgetown Law School, the Johns Hopkins School of Advanced International Studies, and the University of Oxford Masters Program in International Human Rights Law in the UK.
In 1858 he was made treasurer of the State of Puebla and prefect of the Department of Zacatlán.

He defended Puebla against the rebels of Zacapoaxtla in January 1856 and fought the Conservatives in the mountains of Puebla and Tlaxcala in 1857.

Born in Tetela de Ocampo in the Sierra Norte de Puebla, Méndez worked in commerce and livestock until 1847.
The release of a video of a student being shocked prompted outrage and resulted in the school being reported to the United Nations for torture, and resulted in an investigation by Juan E. Méndez, the United Nations' Special Rapporteur on Torture and a discussion at a United States Senate Committee on alternatives to aversive therapies.
