Along with Sir Henry Drummond-Wolff, Sir John Gorst and occasionally Arthur Balfour, he made himself known as the audacious opponent of the Liberal administration and the unsparing critic of the Conservative front bench.
In 1817 they sold Whittingehame and Stoneypath, near Garvald, to James Balfour (father of the Politician Arthur James Balfour, Whittingehame, East Lothian, Scotland, 1848 - Woking, Surrey, 1930), second son of John Balfour, 5th of Balbirnie in Fife, who had made a large fortune in India.
In 1917, the British Foreign Secretary Arthur James Balfour communicated the Balfour Declaration to the leader of United Kingdom's Jewish community Lord Rothschild for transmission to the Zionist Federation.
