Following the breakdown of peace talks between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) in 1990, the Sri Lankan military mounted a series of operations against rebel-held territory in Eastern Province, mostly in Batticaloa District.
This brigade was named in the memory of Sampukuddi Pathmanthan (alias Captain Jeyanthan) from Morakkondanchenai, Batticaloa District who died in 1991 during an attack on a Sri Lankan naval patrol vessel.
Following the successful completion of local government elections in the Batticaloa District, Sri Lanka’s Elections Department announced on March 14 that the elections for the Eastern Provincial Council were to be held in May, after a lapse of 20 years.

A total of 37 members were to be elected to the Provincial Council, 14 from the Ampara District, 11 from the Batticaloa District and 10 from the Trincomalee District, with the overall winner gaining two additional "bonus" members.

Yogeswaran was one the Tamil National Alliance's candidates for Batticaloa District at the 2010 parliamentary election.
Muralitharan was born in Kiran, a village in the Batticaloa district in eastern Sri Lanka to Vinayagamoorthy, an agriculturist from the Vaisyas Caste (Farming and Business Community).
