In 1890 Aten moved to Castro County, Texas, and then in 1904 moved with his family to the Imperial Valley of California, where he served as a member of the Imperial Valley District board in 1923, which helped push through legislation for the construction of Boulder Dam and the All-American Canal.
Among the projects it funded between 1935 and 1939 are: the USS Yorktown; USS Enterprise; the 30th Street railroad station in Philadelphia, Pennsylvania; the Triborough Bridge; the port of Brownsville; Grand Coulee Dam; Boulder Dam; Fort Peck Dam; Bonneville Dam; and the Overseas Highway connecting Key West, Florida, with the mainland.
During and after his term as mayor, Bacon was president of Boulder Dam Association, a group that promoted funding for the construction of Hoover Dam, and was seeking a share of Colorado River water for use by Southern California cities.
FDR, however, supposedly could and did engage in various petty official acts aimed at his predecessor, ranging from dropping him from the White House birthday greetings message list to having Hoover's name struck from the Hoover Dam along the Colorado River border, which would officially be known only as Boulder Dam for many years to come.
