, better known as J.J. Jelincic, is a member of the California Public Employees' Retirement System (CalPERS) Board and is the past president of the California State Employees Association (CSEA), a labor group representing 140,000 active and retired state employees.

Jelincic was elected in November 2003 as president of the California State Employees Association, on a ticket promising to give the four association affiliates greater control over their individual programs, while working together as CSEA on issues of common interest.
