Moragoda was first entered to Parliament as a National List Member in 2000 with the United National Party (UNP) and was reelected in 2001 and in 2004 from the Colombo District.

In the April 2010 parliamentary election Silva was elected to represent the Colombo District in Parliament.
He is the only son of the Ossie Abeygunasekera, who was the leader of Sri Lanka Mahajana Pakshaya (SLMP), presidential candidate and Member of Parliament from Colombo District.
