Kilgariff was one of the founders of the Country Liberal Party, an independent political party consisting of Country Party and Liberal Party members, to field candidates at the 1974 Legislative Council elections.
She was the Independent member for Nightcliff in the Northern Territory Legislative Assembly from 1974 to 1983; in the First Assembly, she and fellow independent Ron Withnall were the sole non-Country Liberal Party members.
After a stint in local government on the Darwin City Council, Tambling was elected to the first Northern Territory Legislative Assembly as the Country Liberal Party member for Fannie Bay.
