Casey grew up in Portsmouth, and began her career with the Department of Health and Social Security (DHSS), administrating the benefit payments of homeless people.
From 1976, he was a civil servant, a clerical officer in the Department of Health and Social Security, until 1980, during which year he was awarded his BTh by the University of Southampton (as an external candidate).

He served from 1979 to 1987 as Standing Junior Counsel (legal advisor appointed by the Lord Advocate) to the Department of Health and Social Security, and from 1985 to 1988 as an Advocate Depute, representing the Crown in prosecutions and appeals in the High Court.
