In 1997, he was moved back to Tindouf, where he joined the musical agrupation of the Wilaya of El Aaiun in the Sahrawi refugee camps, as he left the Army.
Mokhtar grew up in El Aaiun and studied economic science at the University of Málaga, Spain.
Due to the Western Sahara conflict, their home stadium, El Aaiun Stadium, is in the Moroccan-occupied part of the territory.
