Adams earned his LL.B from the Faculty of Law of the Federal University of Rio Grande do Sul in Porto Alegre, the capital of the State of Rio Grande do Sul, and later pursued a LLM from the Faculty of Law of the Federal University of Santa Catarina, in Florianópolis, the capital of the State of Santa Catarina.
Santa Cecília is home to the Campus Saúde (meaning Health Campus) of the Federal University of Rio Grande do Sul, which contains the Faculties of Medicine, Nursing, Psychiatry, Odontology and Pharmacy buildings, as well as the Hospital de Clínicas de Porto Alegre.
He was lecturer at the Universidade Federal do Rio Grande do Sul (Federal University of Rio Grande do Sul) in 1974.
