Born in Senegal in 1919, Olumbe Bassir was raised in the older part of the municipality of Freetown, Fourah Bay, by his parents Abdul and Isatu Bassir.
His father was a chief Native Court clerk at Ilaro, and had lived for some time in Fourah Bay, Sierra Leone.

He holds a Bachelor of Laws (Hons) Degree from Fourah Bay College, University of Sierra Leone, a Master of Laws from University College London and a post-graduate diploma in International Trade Law from the University Institute of European Studies.
