Excepted from these rules were the 4th mobile network operator "Free Mobile" and the new virtual operators (full-MVNO); for them, the rate was beginning of 2012: 2.4€ct/min, lowered to 1.6€ct/min from July 1, 2012 and 0.8€ct/min in July 1, 2013 (final rate reached, the same as for all operators).
