On November 2, following an agreement between Eduard Shevardnadze and Commander-in-Chief of the Black Sea Fleet Admiral E. Baltin, units of the Russian fleet landed in Poti to consolidate the government control over the key harbor and help establish order in the town.

Initially it was led by a triumvirate of Jaba Ioseliani, Tengiz Sigua and Tengiz Kitovani, but it was soon chaired by Eduard Shevardnadze, the former Communist leader who returned to Tbilisi in March 1992.

After the Republic of Georgia declined to join the Russian Federation and the Georgian Civil War broke out in 1991, the Tbilisi facility was essentially ruined.
During the 1992-1993 civil war between the adherents of the first Georgian president Zviad Gamsakhurdia and his opponents, Igor Giorgadze sided with Eduard Shevardnadze and in 1993, was appointed the country's Minister of State Security.
Konstantine Gamsakhurdia's son, Zviad, became a notable Soviet-era dissident who was subsequently elected the first President of Georgia in 1991, but died under suspicious circumstances in the civil war in 1993.
He participated in several late- and post-Soviet conflicts including events in Transnistria, Gerorgia, The Georgean-Ossetian conflict and the First Chechen War, where he fought in the rank of Captain.
