The Droop quota was devised in 1868 by the English lawyer and mathematician Henry Richmond Droop (1831–1884) as a replacement for the earlier Hare quota.
In 1868 Henry Richmond Droop (1831–1884) invented the Droop quota as a fairer alternative to the Hare quota, and the Hare quota is today rarely used with STV.
He was the son of Henry Richmond Droop (1832–1884), the mathematician, and Clara Baily (ca. 1841 - September 7, 1921).
