The report was prepared by retired United States Navy Commander William S. Donaldson III, in cooperation with the Associated Retired Aviation Professionals, who sought to question the official investigation into the crash conducted by the National Transportation Safety Board (NTSB) and the Federal Bureau of Investigation.
Seven months previously, in the case of Hinton v. Donaldson, the Scots Court of Session had ruled that copyright did not exist in the common law of Scotland, so that Alexander Donaldson (an appellant in Donaldson v. Beckett with his older brother, John) could lawfully publish Thomas Stackhouse's New History of the Holy Bible.
The book is critical of hedge funds, mutual funds, the Wall Street securities arbitration process, the New York Stock Exchange, and former Securities and Exchange Commission chairmen Arthur Levitt and William H. Donaldson.
Along with writing novels and short stories, Shepard has also drafted two screenplays, one about Kenneth Donaldson and the O'Connor v. Donaldson case, and the other a movie adaptation of Project X.
Following that he returned to Europe where he studied at the Academy of Fine Arts in Munich, Germany, at the École des Beaux-Arts in Paris, France, finishing his European art studies in Venice, Italy.
