A member of the Howard family, he was born at Charleville Castle, King's County, Ireland, the only son of Captain Kenneth Howard-Bury (1846–1885), son of the Honourable James Howard.
This ennobled branch of the Howard family stems from the noted naval commander and politician Lord William Howard, senior son of Thomas Howard, 2nd Duke of Norfolk from his second marriage to Agnes Tylney.
It was through this marriage between Maud and Hugh that the post of Earl Marshal of England came finally to the Howard (Dukes of Norfolk).
The church originally housed the 15th and 16th century tombs of many members of the Howard family, including now-lost memorial brasses to Thomas Howard, 2nd Duke of Norfolk (died 1524), his wife Agnes Tilney, Duchess of Norfolk (died 1545) and is also the burial place of Queen Anne Boleyn's mother Elizabeth Boleyn, formerly Howard.
He was a protégé of the Howard family and became a favourite of James, who appointed him Secretary of the Latin Tongue and Keeper of the Records and then knighted him in 1603.
