Charles Frederick Carson "Chuck" Ruff (August 1, 1939 – November 19, 2000) was a prominent American lawyer based in Washington, D.C., and was best known as the White House Counsel who defended President Bill Clinton during his impeachment trial in 1999 over the Lewinsky scandal and Paula Jones case .
The impeachment proceedings against President Bill Clinton in 1998 in the House and in 1999 in the Senate also generated considerable oversight.
During the Clinton impeachment trial in 1998, while Merletti was Director of the Secret Service, Independent Counsel Kenneth W. Starr's prosecutors requested that numerous Secret Service agents testify in the investigation of President Clinton's relationship with Monica Lewinsky.
