The airstrip was built during the Japanese occupation of Nauru using forced labour and became operational in January 1943.
The new Legislative Council opened on 31 January 1966, which marked the twentieth anniversary of the return to Nauru of survivors of the World War II deportation of islanders during the Japanese occupation.

During Japanese occupation of Nauru he was deported to Truk by the Japanese, along with most of the Nauruan population.
During the Japanese occupation he served as Governor until 30 June 1943 when he was deported to Truk Lagoon along with most of the Nauruan population.
