It is located in the municipality of Papineauville in the Papineau (also called la Petite-Nation) region about 30 kilometres east of the eastern limits of the city of Gatineau along Route 148 and 60 kilometres from downtown Ottawa.
In 1819, Mears took over the operation of a sawmill originally built by Joseph Papineau on the Petite-Nation River near Plaisance in Lower Canada.

In Quebec, the organization holds two properties: One is the Papineau Chapel, a stone memorial chapel built in 1851 by Louis-Joseph Papineau, on the grounds of the Château Montebello in the town of Montebello.
The Parti rouge (alternatively known as the Parti démocratique) was formed in the Province of Quebec, around 1847 by radical French-Canadians inspired by the ideas of Louis-Joseph Papineau, the Institut canadien de Montréal, and the reformist movement led by the Parti patriote of the 1830s.
