On completing his Ph.D. in 1971 he became assistant professor at Kanagawa University but returned to the University of Tokyo in 1975 as assistant professor in the Department of Applied Chemistry.
As of July, 2008 he is Dean of the law school at Kanagawa University in Yokohama, Japan, where he teaches international law, human rights and refugee law.
A native of Hiroo District, Hokkaidō and dropout of Kanagawa University, he was elected to the House of Councillors as a candidate for the Liberal Democratic Party for the first time in 1998 after serving in the prefectural assembly of Hokkaidō for five terms.
