In May 1898, as Russians were building a railway from Harbin to Lüshun (the southern branch of the Chinese Eastern Railway), Kuancheng became the location of Changchun's first railway station.

The next station to the south - the new "Japanese" Changchun station, just a short distance to the south - became the first station of the South Manchuria Railway, which now owned all the tracks running farther south, to Lüshun.
Dalian Jiaotong University (formerly Dalian Railroad University) moved its Software School to the area near the new port, and Dalian University of Foreign Languages and Dalian Medical University relocated their main campuses to the eastern slope of Baiying Mountain, on Lushun South Road.
The cruise began at Sasebo and took him to the ports of Osaka, Shimizu, Maizuru, Incheon, Zhenhai, Dalian, Lushun, Weihaiwei and Qingdao.
The treaty granted Russia the lease of Port Arthur (Lushun) and permitted its railway to extend to the port (later South Manchurian Railway) from one of the points of the Chinese Eastern Railway (CER).
