As vice-president of the South Australian Liberal Federation, he was a force behind its 1932 merger with the Country Party to form the Liberal and Country League.

Percy was involved in the defeat of the James Scullin government in 1931 and, with fellow South Australian Archie Cameron, negotiated the formation of the Liberal and Country League in South Australia.
