In the late 1970s, Duncan engaged in a protracted legislative struggle with environmentalists over the Tennessee Valley Authority's construction of Tellico Dam, on the Little Tennessee River, in Duncan's district.

Fontana Lake, an impoundment of the Little Tennessee River, forms most of the northern border of the county, with the Great Smoky Mountains National Park on the other side of the lake.
Although now submerged by the Tellico Lake impoundment of the Little Tennessee River, Tanasi served as the de facto capital of the Cherokee from as early as 1721 until 1730, when the capital shifted to Great Tellico.
