In a letter from Lord Minto Governor General of India upon that occasion, he acknowledges the public service I rendered, not only as relating to the fall of the Mauritius, but adds that it was to the co-operation I afforded he was indebted for the means of moving against Java.
Fuller held office from 16 October 1905 until he resigned on 20 August 1906 to Lord Minto over the (British) Government of India's refusal to support reprisals against school agitators in Sirajganj.
Lord Minto gave him the position of Secretary to the Government of Ireland, in which he served one term, afterwards returning to the Aliens Office post, which Earl Spencer had kept open for him.
Jarvis also formed AEmilius Jarvis & Co., earning the friendship and respect of such men as Lord Minto (Governor General of Canada), J.P. Morgan, Sir Thomas Lipton, Lord Beaverbrook, Sir Henry Pellatt, and Ned Hanlan.
In 1965 Lord Minto married, secondly, Mary Elizabeth Ballantine (29 December 1936 — 24 January 1983), daughter of Peter Ballantine, of Stonehouse Farm, Gladstone, New Jersey, United States.
