George spent his early years studying Greek and Latin language and literature, winning successive scholarships at the Mill Hill School and Balliol College, Oxford, and developing an interest in philosophy and international affairs.
He was fourth son of George Davenport, a wealthy English banker, and his wife Jane Devereux, née Davies, and was educated at Mill Hill School in North London.

Obtaining a teacher's diploma (first class with double distinction) from Cambridge in 1913, Peers taught modern languages at Mill Hill School, Felsted School, Essex and then at Wellington College.
