Born to a wealthy family in Stockholm as Inga-Stina Arvidsson, she attended Ölinska Girls' School before becoming a secretary in the Swedish Ministry for Foreign Affairs' London office.
Otila worked as assistant office chief of YLE from 1965 to 1970, in the United Nations in Dar es Salaam, Tanzania from 1970 to 1973, in YLE in 1974, in the Ministry for Foreign Affairs as a development aid expert in Tanzania from 1975 to 1977, and as a factory chief for the Orion Corporation in Arusha, Tanzania from 1977 to 1980.
Soon afterwards, the Ministry for Foreign Affairs offered him a trainee position at the Swedish legation in Berlin, which he began in January 1940.

He studied composition under Antón García Abril, Román Alís, Rodolfo Halffter and Carmelo Bernaola at the conservatories of Barcelona and Madrid, and then, with a grant from the Spanish Ministry for Foreign Affairs for studying at the Spanish Fine Arts Academy in Rome, he attended the classes in composition given by Franco Donatoni at the Accademia di Santa Cecilia.
He was a judge at the Consular Court in Cairo in 1936, then seconded to the Ministry for Foreign Affairs in 1940.
