The name of the region comes from the Naf River which forms the Eastern boundary of the upazila.

Shuja undertook the land journey for 13 days and 13 nights with a troubled mind on the eastern bank of Naf River, half a mile north of Maungdaw town which is still known as Shuja village.
In April 1994, about 120 members of RSO militant group entered Maungdaw Township by crossing the Naf River which marks the border between Bangladesh and Burma.
