The NSW Police were unable to effect any substantial convictions against Saffron over a period of almost 40 years, which only served to reinforce the public concerns about his alleged influence over state police and government officials, but after the establishment of the National Crime Authority in the 1980s, he became a major target for the new federal investigative body.
Consequently, the amalgamation of the former National Crime Authority (NCA), the Australian Bureau of Criminal Intelligence (ABCI) and the Office of Strategic Crime Assessment (OSCA) took place and the ACC was formed.
He was consulted by then Prime Minister Malcolm Fraser before announcing a National Crimes Commission in late 1982 and was a delegate to a National Crime Summit in July 1983 when the new government of Prime Minister Bob Hawke opted to transform the Fraser model into the National Crime Authority.
He worked in a number of areas associated with financial crime, including the major fraud and asset recovery squads, and also spent time working for the National Crime Authority.

Its role is to support the Law Enforcement Integrity Commissioner, detecting and preventing corruption in the Australian Crime Commission, Australian Customs and Border Protection Service, the Australian Federal Police and the former National Crime Authority.
