In 1888, Mills called an assembly of representatives from the three professional leagues—the National League, American Association, and Northwestern League—in what was dubbed as the "Harmony Conference."
Before his time with the Hoosiers, he had played professionally for the East Saginaw Grays of the Northwestern League in 1883.
In 1883, Fowler played for a team in Niles, Ohio; in 1884, he played for Stillwater, Minnesota, in the Northwestern League; and, in 1888, he played for a team in Terre Haute, Indiana.
