At first the union was not recognised by the Chamber of Mines, but after sustained pressure for better wages and conditions, the prime minister, Field Marshal Jan Smuts, announced some piecemeal increases improvements in conditions while at the same time issuing War Measure No. 1425—banning gatherings of more than twenty people on mining property without permission.
Rather, vertical segregation is applied on a piecemeal basis, as in sewers, utility poles, depressed highways, elevated railways, common utility ducts, the extensive complex of underground malls surrounding Tokyo Station and the Ōtemachi subway station, the elevated pedestrian skyway networks of Minneapolis and Calgary, the underground cities of Atlanta and Montreal, and the multilevel streets in Chicago.
There is also language in section 437c about "issues of duty," but some Courts of Appeal panels have given that phrase an extremely narrow interpretation due to evidence that the California State Legislature has been trying to stop the state courts from engaging in the piecemeal adjudication of individual issues.
