In 1911 he married Eliza Plimsoll, elder daughter of Samuel Plimsoll, the British social reformer who advocated improved safety standards at sea.
Plimsoll had a considerable influence on President Syngman Rhee, to whom he conveyed the views of the United Nations and the troop-contributing nations.
This gave stringent powers of inspection to the Board of Trade, and the mark that indicates the safe limit to which a ship may be loaded became generally known as Plimsoll's mark or line.
