Born in Ploieşti, Pârvulescu graduated in 1989 from the University of Bucharest's Faculty of Philosophy, and went on to finish his education at the Paris-based Institut d'Etudes Politiques and the Fondation Nationale des Sciences Politiques.
In Romania, six post offices possessed a Daguin machine between 1890 and 1904: Brăila, Bucharest, Focşani, Galaţi, Iaşi and Ploieşti.
After he graduated the courses of the Faculty of Industrial Chemistry, Dan Ioan Popescu remained in the County of Prahova where he worked first as an engineer for the Production Company Valea Călugărească (1971–1972), then as an engineer at the Institute for Research and Process Engineering in Petrochemistry and Refinery of Ploieşti (1972–1973).
On its first segment, from Ploieşti to Valea Călugărească it runs through one of Romania's most important wine regions and the site of many inns (hanuri) and historical cellars, many of which were built in the 18th and 19th centuries.
Son of the late flautist and former teacher at Mozarteum University of Salzburg, Florin Ouatu, he was born into a family of musicians in Ploieşti.
The mission was Operation Tidal Wave, in which 179 B-24s took off on an 18-hour, 2,400 mile round-trip mission to destroy the largest of the Nazi-held oil refineries at Ploieşti, 30 miles north of Bucharest, Romania.
