When Neville Chamberlain became Prime Minister in May 1938 Stanhope was made President of the Board of Education, and in February 1938 he also succeeded Lord Halifax as Leader of the House of Lords.
He was a Conservative politician and held office in the administrations of Lord Salisbury and Arthur Balfour as Lord-Lieutenant of Ireland, as Postmaster General, as President of the Board of Education, as Lord Privy Seal and as Lord President of the Council.
He was president of the Board of Education of Highland, New York from 1908 to 1926.
The school was officially opened on 26 March 1930 as the New Windsor Council School by Sir Charles Trevelyan, the President of the Board of Education.
