Ball was the Liberal candidate in the district of Humber Valley in the 2003 provincial election but was defeated by Progressive Conservative candidate Kathy Goudie by less than 200 votes.
During the Newfoundland and Labrador general election, 2003, he ran in the provincial riding of Labrador West as the Progressive Conservative candidate, but was defeated by Randy Collins of the NDP.
The Liberals lost the election to Brian Peckford's Progressive Conservative Party, although Stirling was personally elected in the Bonavista North division.
