The governmented then established an Independent Salmon Group to review policy, and the group's report in October 2006 recommended radical measures to halt "the catastrophic decline of Irish salmon stocks", including both a ban drift nets and on angling for salmon in major rivers including the Liffey, Boyne, Barrow, Nore and Suir.
Kilkenny Central Access Scheme (CAS), previously Kilkenny Inner Relief Road Scheme is a new road, improvement of existing roads and junctions, and a new concrete River Nore bridge, with provisions for footpaths and cycle lanes throughout.
Large rough-hewn blocks were transported on horse-drawn drays to the River Nore a short distance away, then onto small river floats or barges and brought about 3 kilometers down-river to Milmount where it was worked.
