He was again elected to Congress to fill the vacancy left by the death of Robert Adams, Jr. and was reelected in 1906 to the 60th United States Congress, serving from November 6, 1906, to March 31, 1907, when he resigned to serve as elected Mayor of Philadelphia.
In his 1954 book Nine Abstract Artists he promoted the Constructivist artists that emerged in Britain after the Second World War: Robert Adams, Terry Frost, Adrian Heath, Anthony Hill, Roger Hilton, Kenneth Martin, Mary Martin, Victor Pasmore and William Scott.
He was sent when about two years old to the house of his aunt, Mrs. Robert Adams, in Cavendish Square, London.
