The son of Robert Bruce, at one time Tory Member of Parliament for Clackmannan, he was born in Kennet in that county and educated at Loretto, Eton and Oriel College, Oxford.
With the outbreak of war between England and Scotland, Comyn, his father, and his cousin, John Comyn, Earl of Buchan, crossed the border and attacked Carlisle, defended for King Edward by Robert Bruce, Earl of Carrick, the father of the future king.

On 18 March 1664, Robert Bruce, 2nd Earl of Elgin in the Peerage of Scotland was created Baron Bruce, of Skelton in the County of York, Viscount Bruce, of Ampthill in the County of Bedford, and Earl of Ailesbury, in the County of Buckingham, all in the Peerage of England.
