On 5 May 2006, it was announced that the Office of the Deputy Prime Minister would be losing its responsibility for local government and housing, and Ruth Kelly would be appointed Secretary of State for Communities and Local Government.
Plans for the area's regeneration were approved by the then Secretary of State for Communities and Local Government, Ruth Kelly.
Ms Ruth Kelly, Secretary of State for Communities and Local Government endorsed the report of the local planning inspector and granted permission.

In 2005, along with Melissa Benn, she co-wrote a pamphlet A Comprehensive Future: Quality and Equality for all our children and is active in the campaign against the Trust Schools white paper, appearing alongside such Labour Party figures as Neil Kinnock and Estelle Morris at campaign meetings.
Although initially his beliefs were reflected by the government of Tony Blair, he later fell out with it and attacked it, nicknaming Ruth Kelly "Ruth Dalek" and "The Duchess of Drivel"; he also coined the nickname 'Tony Zoffis' (Tony's office) for Andrew Adonis, then a member of the Downing Street policy unit but subsequently ennobled and appointed as Parliamentary Under Secretary of State for Education.
