On September 16, it attained the equivalent of a modern-day Category 1 hurricane on the Saffir–Simpson Hurricane Scale and further strengthened to attain winds of 100 mph (155 km/h) before making landfall in Pinar del Río Province, Cuba on September 18.
McCartney had been staying in Long Island when the category-three storm Hurricane Bob that made landfall had hit in August 1991.
The scale was developed in 1971 by civil engineer Herbert Saffir and meteorologist Bob (Robert) Simpson, who at the time was director of the U.S. National Hurricane Center (NHC).
