Sir Nicholas is the son of Sir Edmund Bacon, 13th and 14th Baronet and Priscilla Dora Ponsonby, daughter of Colonel Sir Charles Ponsonby, 1st Baronet.

Elizabeth relied primarily on her chief advisors, Sir William Cecil, as her Secretary of State, and Sir Nicholas Bacon, as Lord Keeper of the Great Seal, for direction on the matter.
Bacon was the second of the three sons of Nicholas Bacon, Esq., son and heir of Sir Nicholas Bacon, of Shrubland Hall, Coddenham, Suffolk, who was one of the sixty-eight knights of the Bath created, 19 April 1661, by Charles II, "to attend his majesty's coronation" four days late (Thomas Salmon, Chronological Historian, 1747).
On 22 July 1563, he was installed as second prebendary of Norwich Cathedral, when it was noted that he lived at Redgrave in Suffolk, where he was both rector of the parish and chaplain to Lord Keeper Sir Nicholas Bacon.
