As Home Secretary, he decentralized the nation's voting precinct system, by which he arguably made possible the election of a number of candidates opposed by the ruling party, notably Socialist candidate Alfredo Palacios, who in 1904 was elected the nation's (and Latin America's) first Socialist Cogressman.
Among his disciples was Guillermo Estévez Boero, who would be a president of the Argentine University Federation and then national representative of the Socialist Party of Argentina.
Obtaining a Law Degree at the prestigious National University of La Plata, he joined the Socialist Party of Argentina, and later aligned himself with the dissident Independent Socialists.
