He founded the Royal Homes for Officers' Widows and Daughters at Wimbledon in 1899 and was also at one time treasurer of the St. John Ambulance Association.
It was Tobin who collected the necessary funds for the equipment of the hospital, and in his endeavours he was assisted by both the St.John Ambulance Association, and by the Liverpool branch of the British Red Cross.
Sir Philip was also president of the New South Wales division of the Boy Scouts Association, of the Boys' Brigade, the New South Wales Home for Incurables, the St John Ambulance Association, and of the Institute of Public Administration.
