On December 21, 2006, he was elected bishop of Civitavecchia-Tarquinia, and later received his episcopal consecration in the Basilica of St. John Bosco in Rome for the imposition of the hands of the Secretary of State Cardinal Tarcisio Bertone on February 10, 2007.
On 1 October 2009, Asif Ali Zardari, President of the Islamic Republic of Pakistan, met Pope Benedict XVI at his residence in Castelgandolfo and then also met with Cardinal Secretary of State Tarcisio Bertone and Archbishop Dominique Mamberti, the Holy See's Secretary for Relations with States.
He received his episcopal consecration on the following 16 December from three cardinals, fellow Salesian Tarcisio Bertone as principal consecrator, with James Stafford and Jean-Louis Tauran as co-consecrators, in St. Peter's Basilica.
