Born in Berlin, Germany and raised in Kennebunkport, Maine, Thibodeau moved to Boston, Massachusetts as a teenager and later to Providence, Rhode Island.
Dieppe was known as Upper Village after the Expulsion and was settled by the Surette, Maillet, and Thibodeau families, while Chartersville was called Leblanc's Village and also included members of the Boudreau's clan.
An outspoken critic of same-sex marriage in Maine, Thibodeau voted against the successful 2009 bill, saying "Let’s be honest. This isn’t about civil rights. It’s about a social agenda that tears at the very fabric of our society".
