He was later appointed Trade and Industry Minister on 12 November 2003 and served as Minister of Foreign Affairs and Trade between 2005 and 2007 under then Prime Minister Michael Somare.
A Memorandum of Understanding (MOU) was signed on 17 December 1994 by the representatives of the participating countries; Singapore's Deputy Prime Minister Brigadier-General (NS) Lee Hsien Loong, Malaysia' s International Trade and Industry Minister Datuk Seri Rafidah Aziz and Indonesia's Coordinating Minister for Trade and Industry Hartono.
In October 2013, Jesse issued a warning about Malaysia's economic bubble on his Forbes column, which made news headlines and prompted a response from the country's leaders, including Zeti Akhtar Aziz (the governor of Malaysia’s central bank), Mustapa Mohamed (International Trade and Industry Minister), and Lim Guan Eng (Chief Minister of the State of Penang).
