Parliament saw no reason for a further grant: they had agreed to raise £200,000 per annum as part of the Great Contract and as the war with Spain had reached its resolution with the 1604 Treaty of London, they saw the King's continued financial deficit as a result of his extravagance (especially on Scottish favourites such as Robert Carr, 1st Earl of Somerset) and saw no justification for continued high spending.
By proposing the election of Leopold of Saxe-Coburg as King of the Belgians he secured a benevolent attitude on the part of the United Kingdom, but the restoration to the Netherlands of part of the duchies of Limburg and Luxembourg provoked a heated opposition to the 1839 Treaty of London, and Lebeau was accused of treachery to Belgian interests.
The Luxembourg crisis was peacefully resolved in 1867 by the Treaty of London but in 1870 the Franco-Prussian War could not be prevented so the league dissolved and refounded as the Société française pour l'arbitrage entre nations (League of arbitration between the Nations) in the same year.
In 1949 he was a member of the Danish delegation to the London Conference on the Treaty of London, which established the Council of Europe.
In Flanders he met Juan Fernández de Velasco, 5th Duke of Frías and Constable of Castile, who was holding court there before his journey to England to conclude the Treaty of London.
