In 1901 the Zululand Railway Company, contracted for the construction of the Natal North Coast line from Verulam to the Tugela River, acquired one 2-6-2 side-tank locomotive as construction engine from Baldwin Locomotive Works.
The Diocese of Natal covers the western part of the South African province of KwaZulu-Natal, west and south of the Tugela and Buffalo rivers.
Buller's first objective was the Relief of Ladysmith, to which end he moved his army up from Cape Town via Pietermaritzburg to Frere, just south of the Tugela River, the north of which the Boers had placed their defensive line.
The relief effort was dispatched from Cape Town under the command of General Sir Redvers Buller and by early December 1899 this 20,000 strong relieving army was arriving just south of the river Tugela.

In December 1895 an agreement was reached with the Natal sugar magnate Liege Hulett, representing the Zululand Railway Company, for the construction of the North Coast line from Verulam to the Tugela River.
