First organized in 2007, it is neither an active, nor reserve component band and its performances are limited to events during and preceding the U.S. Army All-American Bowl in San Antonio, Texas, including the halftime show of that event.

In 2001, he was suspended for the final preseason game and the first regular season game and fined for missing curfew when the Cowboys traveled to Mexico City to play the Oakland Raiders in the American Bowl.
A number of marquee players have participated in the O-D competition, including DeAndre' West Dez Bryant, Aaron Corp, Kodi Burns, Jarrett Lee, et al.
He was one of several Notre Dame Fighting Irish recruits to play in the 2002 U.S. Army All-American Bowl along with Anthony Fasano, Maurice Stovall, Chris Frome, and Marcus Freeman.
On July 27, 1997, Couper was included on the Chicago Bears roster for one of the "American Bowl" preseason matches against the Pittsburgh Steelers at Croke Park, Dublin.
